i also see him/her having a roving band of inquistors that wander the land dispensing justice. kind of like the judges from Judge Dredd

For those not dispensing justice, the cities and towns could have a representative of the God Of Laws. A Lawyer type. Perhaps representing the inverse to most of the God of Laws, those that circumvent the Judges.

Could be a whole continent or region whose legal disputes are handled by this church instead of the local lords.
